Detailed Description

Rewrite `from pkg import mod` to `import pkg.mod as mod` for a submodule `mod`.

The converter binds a module only through an `import` alias, so the
`from` form leaves `mod` undefined (#8375). A name `pkg` re-exports is
likewise imported from the module that defines it (#8962).
